How to Apply for a Housing Subsidy in South Africa

The South African government offers several housing subsidy programmes to help citizens access housing based on their income level. The most widely known is the Individual Subsidy (the RDP/BNG free house), but there are also consolidation subsidies, institutional subsidies, and the First Home Finance (formerly FLISP) for higher earners. This guide explains each programme and how to apply.

The Individual Subsidy provides a fully built, free house on a serviced stand. It is the most commonly applied-for programme and is delivered through local municipalities.

  1. Visit your local municipality housing office.
  2. Complete the Housing Subsidy Application Form (HSS form).
  3. Attach certified copies of all required documents.
  4. Submit the application and obtain a reference number.
  5. Your application is captured on the national Housing Subsidy System (HSS).
  6. Await allocation when a housing project is completed in your area.

Apply for First Home Finance online at www.nhfc.org.za or contact the NHFC at 011 644 9800.

Applying for First Home Finance (FLISP)

First Home Finance (formerly FLISP — Finance Linked Individual Subsidy Programme) provides a once-off cash subsidy to qualifying buyers who have been granted a home loan. The subsidy reduces the loan amount.

  1. Get pre-approved for a home loan from a NHFC-approved bank or lender (FNB, ABSA, Standard Bank, Nedbank, SA Home Loans, etc.).
  2. Once approved for the loan, apply for First Home Finance through the National Housing Finance Corporation (NHFC).
  3. Submit the application form with proof of the home loan approval, ID documents, and proof of income.
  4. The NHFC processes and pays the subsidy directly to the lending institution.
  5. The subsidy reduces your home loan balance or deposit requirement.
